（中央社記者黃麗芸台北7日電）台北市廉政透明委員會明天將公布大巨蛋調查報告，外傳擬移送總統馬英九和李述德；廉政委員袁秀慧今天表示，前台北市長郝龍斌計畫排在第二階段處理。

媒體報導，柯市府廉政透明委員會明天將公布大巨蛋調查報告，由於2004年馬市府與遠雄集團議約會議錄音檔相繼曝光，涉及圖利事實及物證明確，廉委會將宣布，前台北市長、現任總統馬英九及前財政局長、現任台灣證交所董事長李述德涉圖利罪，擬建議北市府移送檢調偵辦。

袁秀慧下午接受媒體聯訪時表示，明天會將大巨蛋案第一階段報告送到廉政大會，相關事證都整理內附在報告內，後續將待大會是否修正及北市府討論後，才能決定是否移送檢調。

她說，整個調查過程以針對大巨蛋BOT案為主，包含當時參與議約及北市府主導人員，不限定是馬總統或李述德，只要跟此案相關者，都全盤查察並呈報在報告內，馬總統當初是市長，所以無法排除其有參與這部分。

另外，前台北市長郝龍斌則計畫排在第二階段處理，目前公布時程還有待確定，不希望草率處理。

袁秀慧指出，此案違法部分，包括涉及促參法和行政程序法，事證則有音檔和公文等，明天報告將完整對外說明。1040507
